Maybe you need to read the article. Sonia made no mention of needing to track the iPad, and in the article it says,
"Although Apple does not have a process to track or flag lost or stolen product, you can use My Support Profile to find a list of serial numbers that have been purchased or registered with your Apple ID."
Apple should Flag the serial number if the device is stolen and not allow someone else to use it. If a car is stolen and you bring it into a shop, the VIN number will let them know it is stolen. It is best to have insurance in any case. I just had my iPad stolen, but thanks to Allstate, I can buy a new one. I also remotely wiped the data clean and alerted the police.
Read what that article says, Alex. It says that Apple does not track or flag lost or stolen product, so there is no mechanism for reporting the theft to Apple.
Sonia, if you didn't set up Find My iPad before it was stolen, all you can do is report the theft to the police and as a precaution change any passwords to the iTunes Store or any other service you may have used on the iPad.

Read it again, Alex, as apparently you're not seeing what the statement you yourself quote says. All it says is how to get a list of serial numbers. It says explictly that you cannot report stolen products to Apple, as you advised Sonia to do.
As to tracking, Sonia asked what she could do. Would tracking not be something she might wish to attempt if it were possible?
I'm sorry Alex, but varjak is correct. In fact the very first sentence in the link YOU provided, tells customers to report their lost/stolen ipads to their local law enforcement agency. I don't know how you could have possibly have missed that, but here's the direct quote, from the article YOU provided, as follows:
"If you have lost or found an Apple product, please contact your local law enforcement agency to report it. Although Apple does not have a process to track or flag lost or stolen product, you can use My Support Profile to find a list of serial numbers that have been purchased or registered with your Apple ID."
If that didn't make it clear enough, when I lost my ipad, I called Apple, who told me they did not accept reports or provide any assistance for lost/stolen Apple products, and told me to contact my police department--which I had already done. The only reason I did contact Apple, was on the advise of my local law enforcement, but I don't really expect my local police officers should have any knowledge, much less be familiar with all of Apple's corporate policies.
But as the ipad is also Verizon, so the police officer also advised I contact Verizon, who did offer assistance, promising to block the serial number of my ipad from ever being used to obtain Verizon service--ever again! They did advise though to first wait a couple of days, just in case my ipad happened to turn up, even though I didn't believe there was any chance of that happening.
The police officer who took my report also advised that I contact Walmart, because that was the last place I remembered having my ipad. Didn't think that would do any good, but guess what? When I called Walmart, they told me my ipad had been turned in and was ready and waiting for me to pick up at their service counter! Apparently I had left it behind in the electronics department, where their employee found it, and turned it in.
In conclusion, I got my ipad back!
My Ipad 2, 64GB , Wifi & 3G and other things (cash, gold watch, wifi , personal belongings) was stolen in paddington Station, London by professional Thieves on July 5th, 2012. I reported it immediatedly to the British Trasport Police. and set up a track with Icloud. According to Apple they can DO NOTHING. So a thief can literally flash the ipad, restore its factory settings and register the device back on itunes or icloud. APPLE THIS IS UNNACCEPTABLE in our current day and age. I have been a loyal customer with thousands and thousands of purchasers from itunes, multiple ipads, iphones etc since 2001. I had to replace my stolen ipad 2 wih a brand new Ipad 3, the next day to keep my functionality going however i am seriously considering ever buying a new APPLE product ever again. If you cannot locate the device (or you refuse to do so) then simply BLACKLIST IT. The serial number and everything are prperly registered through icloud and itunes and all proper receipts are available, YOU SHOULD NOT ALLOW THIEVES to USE STOLEN DEVICES. IMMEDIATE ACTION BY APPLE MUST BE TAKEN not for my case but for the benefit of every loyal customer.
FOR THE REST simply be warned, the find my ipad/iphone function provides a false sense of security as once it is stolen with the current refusal of APPLE to do anything is gone for good.
I do not know of any major information technology hardware/software vendor that is in the business of law enforcement when it comes to recovering their branded stolen consumer products, be it Dell, Apple, Samsung, HP, etc.. Why you would expect Apple to get engaged in this and be indignant when they are not is not reasonable. This is a space that third party vendors usually get involved with - witness LoJack for Laptops. Also, if you have homeowners or renters insurance it frequently pays for losses such as these.
Apple is not in the business of policing property. They have no way of knowing that an item is stolen or just being claimed as such by some mistaken or malicious person. That's the job of the police to track, and the police can contact Apple if necessary, though for a cellphone few police departments have or will take the time to do so. Cars are different since they cost twenty to thirty times the cost of even the most expensive cellphone and hence more effort is taken to try and track stolen cars.
