ICloud says my device is offline? HELP what does that mean???

So my IPhone got stolen yesterday! and I downloaded ICloud but I'm not sure if I enabled the Find my Iphone thing.....is that possibly why it says my device is offline??? and that I'm just SOL and can never track my IPhone?????
