Quick entry time format???

When adding an event to iCal using 'quick entry', what time format am I supposed to use???

If I enter the following...

Meeting 10:00 to 11:00, I get an event starting at 10:00 and finishing at 11:00, perfect!

However,

If I enter...

Meeting 07:00 to 09:00, I get an event starting at 19:00 and finishing at 21:00???????????

I have 24hr time format set in preferences,
