I have just managed to drop my new iphone 4s into a sink of water. I have turned it off and put it into rice to dry but im pretty confident it wont work again. Some people in the us are suggesting there is a replacement service apple offer if you send your broken one back and it cost $199... is this available in the ul and if so whats the cost of it?
My siri is still working oadly enough!

Put the phone in a ziplock bag full of rice and seal it then wait two or three days. You'd be surprised. I know you said you had it in rice just making sure you do the sealed bag part.

The rice isn't going to work, trust me. You're wasting your time. Call Apple and just do the replacement option...

That is not true, if it was completely sealed how did the water get in to damage it?
alot of people said they tried the rice trick and how it worked but im assuming its always better to go into Apple and get the tech to have a look at it just in case - and depending on what they say, you can either keep the phone (if its working) or get a replacement right?

Incorrect. The device is not "completely sealed"... note the headphone jack, speakers, microphone, sync port and numerous other water ingress points.
Water can get in and rice or silica WILL dry it out over time. It may or may not work after drying but it's worth trying.
