profile is installed but settings are not applied

I'm trying to push down a new email account to three specific computers. I've created a device group and put in the email settings. The profile pushed down to the computers fine (show up in System Preferences) but the email account was not created in Mail, Contacts, and Calendars so it doesn't show up in Mail.app. All the clients have other settings pushed down from user profiles (which work fine), and if I add the email account to a user profile on one of the devices it shows up. However, we only want this email to show up on specific devices, not on everything each user has.

Edit: this also happens when adding an acount to a specific device too
