My iPod's screen is completely shatterd. How much would it cost to replace the iPod at an Apple store?

The same that you paid for it originally. A shattered screen is not a warranty item. It's abuse.
Apple will exchange your 4G iPod for $99 (8 GB), $149 (32 GB) and $199 (64 GB) as an out-of-warranty repair.

I expected that. It does make sense.
MyiPod is still in warranty.
A shattered screen is not a manufacturing defect. It's abuse and is not covered under warranty.

The warranty does not cover accidental damage.
Apple's Limited Warranty for iPod excludes coverage for damage resulting from accident, liquid damage, disassembly, unauthorized service and unauthorized modifications
The warranty covers defects. However, sometime the Genius at an Apple store will excahange it at no cost. Make an appointment at the genus Bar of an Apple store and ask.
can they give you the new ipod touch 5g or do u have to request one?
No. They will only replace it with the identical model you give them. Note that if you give them an old iPod touch (even a broken one) they will give you 10% off the price of a new iPod.
