I just got the new iPhone 4s hours ago and when I turned it on there was no 3G. I know I have it because I pay the $30 a month. Is there something that I have to turn on?
Paying for data has nothing to do with whether the device can connect to the 3G network or not.
Have the basics of reset, restart, restore been tried?
What about Settings > General > Reset > Reset Network Settings?Has the carrier been contacted to rule out network issues?
Is Cellular Data turned on in Settings/General/Network?
Have you checked with the carrier to verify that your account is provisioned correctly?
Have you also asked them about any local network outages?
Maybe you could also clarify does "device can connect to the 3G network or not" actually mean there is no "3G" icon displaying at the top? Or are you making the mis-informed assumption that a lack of data access means it is not connecting to 3G?
