I do not have a data plan and am unable to send pictures or any else other than texts.
Is there a way to send pictures and (items other than texts) without a data plan?

I forgot to mention that when even when I have WiFi turned on it still doesn't work.
The person I'm sending things to does not have an Apple device.
Sending emails (even to myself) from my phone does not work either - with WiFi or a my data turned on.
MMS messaging requires cellular data. There is no way around this. As for sending e-mails when on WiFi, we would need more information than "does not work", like maybe the error message(s) you get when you try.
The iPhone is meant to be constantly connected to the Internet. ALL supported carriers REQUIRE a data plan with the iPhone. If you're using it on an unsupported carrier, many features may not function correctly.
If you install iTunes (which installs any necessary drivers for iPhone/iPod/iPad support), then you can just plug your iPhone into your computer and access your photos through your computer. This is probably the fastest way to do it.
If Wi-Fi is available, use e-mail and attached photos.
If the person you are sending to also have Apple device use iMessage (needs Wi-Fi as well)
