All of my bookmark icons are now one generic style instead of the individual ones that used to be. How can I get them back? Thanks!

Go to ~/Library/Safari
Move the WebpageIcons.db file from the Safari folder to the Trash.
Restart your Mac. Launch Safari.

I know this worked back in Nov., but I've forgotten how to get to ~/Library/Safari. What does that symbol in front of Library mean and how do I use it?
Also, I mistyped Library in this message and the spell checker didn't flag it or did right click show the correct spelling. How come? Isn't it supossed to work in the forums?
