Apps can only be purchased with a debit or credit card is that is associated with the same country.

I have an another question, How can i add movies in my ipod,the itunes is not adding movies.so pls tell me how to add movies.

Convert the movie or any video in mp4 format. Then link it in iTunes. Your movie (video) will automatically added in 'Movies' in iTunes. Then when you will synchronise your IOS device with iTunes your movie will be added in videos app on your ipod.
