Iphone 4s from ATT trying to use in Singapore with StarHub

I am an ATT customer and I am trying to use my new Iphone 4s in Singapore using a StarHub micro Sim card. My iphone won't register when I put my StarHub sim card in the new 4s. I was told that the 4s is an open phone and should work on other international networks. Why won't the 4s work here? Is it a StarHub issue, ATT issue or 4s issue? Thanks in advance for any insight to solve my problem.

You can't use any other sim card in your phone except for an AT&T sim. If you want your phone to work in Singapore, call AT&T and have International Provisioning activated for your account. You'll then pick a plan/carrier to use while roaming in Singapore. There is no other way, if you want to use your phone in Singapore. Did I mention this will be very expensive? You should have done this before you left the US.
