If your installing 10.6 your going to need to update to 10.6.8 for security and stability updates, these 10.6-10.6.8 are free stability, driver and security updates, not paid updates. Only when you change the major version, like 10.4 to 10.5, or 10.5 to 10.6, or 10.6 to 10.7 etc.
Upgrading 10.4 to 10.6 (for Intel processor machines only, no PPC) requires the $29 10.6.3 retail disk from Apple, and you will need to do a
- backup of files off the machine and disconnect regardless
- hold c and boot off the 10.6.3 disk, use Disk Utility to erase the drive and
- format it GUID / OS X Extended Journaled. Quit and then you can install 10.6.
(note: I don't think you can "upgrade" 10.6 over 10.4 as your skipping a OS X version (10.5) you can try though, just stick the disk in and see what happens. 🙂 )
Use the free MacTracker to make sure your hardware can run 10.6 first.

All your 10.4 software likely will no longer work in 10.6 and there is no free iLife on the 10.6.3 retail disks.
10.6 is the best and fastest OS X version Apple has made so far, so that should speak volumes if you know what I mean. 😉
