Language: Go to the Apple menu > System Preferences > Language & Text > Language. Move your preferred language to the top of the list (just drag and drop). After the next reboot everything should be in the new language.

Keyboard: Go to Apple menu > System Preferences > Language & Text > Input Sources. Check all those languages/regions you prefer to have. Also check "Show Input menu in menu bar". Once more than one languages/regions are checked, you'll notice the additional menu entry on the top right-hand side of your monitor. You can now choose your preferred keyboard layout from there.

What app are you using? It can make a difference. In TextEdit you can go to Edit > Spelling and Grammar > Show Spelling and Grammar to choose another dictionary. In Pages you need to go to Inspector > Text > More > Language. MS Word I think has its own system, check the Help for that app.
