I can't receive texts unless another text is sent.

I have an iPhone 3GS and it only happens sometimes, but I can't tell whether someone is just busy and hasn't responded yet, or if I didn't receive the text. I'll send a second text message and the text I didn't receive will appear immediatey. It's very annoying, help!
