Can I transfer license / ownership of my purchased apps if I sell my iPhone?

You could give them your apple ID and password, but there is no way to transfer them between accounts.

Your software license only gives you the right to use, not distribute in any way, shape or form. To try and do so is considered theft.
No. Apps are tied to your apple ID and not the device. You can leave the apps on the device but the new owner could not update them or reinstall them without your password.
Such is NOT permitted under the SLA.
