Apple mobile devise is not started

Itunes is not detecting the Ipad 2 & sayining Apple mobile devise is not started. I have unstalled the itunes download the latest Itunes Restart the PC installed the itunes but still the same error Apple mobile devise is not started. How to resolve the issue?

iPad 2, iOS 5.0.1, windows 7 ultimate
