No Safari Window after Restart

Strange thing: after I restart the iMac, all the former open apps load again including Safari - but it has no window open (and none can be opened). I have to quit Safari and reopen it - then all is as usual, Safari show the main window with the Top Sites. Any idea for getting rid of this "bug"?
