It could be that the aren't aware that the head of the european community is located in Brussels in Belgium;
it should be time to get a store over there, or not?

Yes. Also, nobody knows how Apple goes about making decisions of where to put stores, but at least you have third party retail outlets here:

I am surprised to hear that there is no Apple Store in Brussels - as well as disappointed. Why?
My brother lives in Brussels and I have been trying for years to convert him to Apple! 🙂
