I forgot my password and requested for it to be sent to my email, but never recieved an email with how to reset my password. I have tried this multiple times and it has not worked. I have also tried to answer the security questions but it has the incorrect birthday (I even tried every birthday in my family just in case)

I did try that. It basically seems like there is no record of the account but I still have money left on the account and its still visible in itunes.
It is just possible somebody has gotten access to your account and changed the password and e-mail address to which your requests have been sent. Mind you, if they had done that I would expect they would have cleaned up your balance first thing. Anyway, try calling Customer Support.
