iPhone 4 not Charging

I opened and activated a new AT&T iPhone 4 last night. Going through activation was a hassle because the phone kept turning on and off to the apple logo every few minutes even though it was plugged into outlet. Instead of the charging lightning bolt symbol, it shows the full charge plug symbol even though it was only at 61% battery while still plugged into the outlet. I checked up on it this morning and the charge was still at 61%. When I try synching it with iTunes or just letting it charge on standby, it continues to turn on and off with the apple logo. It wasn't charging when it was ios5.0 and it still didn't charge when I updated it to ios 5.0.1. I'm planning to take it to the store. Will they be able to repair/replace it?
