It doesn't matter that it was by a previosu owner, it's the device that matters. Everything you do using an iDevice is tied to it's ID number, even Mac computers. This applies to the Apple store as well as the app store and everything iCloud related.
I tried getting around this once by contacting support because I had bought a 3GS off Craigslist. They would not do a thing and would not even change the persons name that the iPhone was still registered to the day they activated it. Any device bought used will always show the original purchasers name on it and Apple will not change that even with a receipt showing you bought it from them.

Other threads talked about having motherboard replaced or an issue with the serial numbers, none of which was true in my case. I wonder what the issue is that they cant delete an iCloud account once its been generated. I can understand a limit of 3 accounts per device but why there isnt a way to remove them from the device and the Cloud isnt very practical.
At the very least there should be some documentation available about the limit so this can be avoided whenever possible. Im setting up several ipads to be used in a library and now this one is hosed so I cant use it for the project that it is intended to be used for. Its wasting valuable and scarce $$.

There is also no Apple documentation that I could find regarding this issue. Im under a deadline to set up several iPads to synch and Im really frustrated becuase this ipad is locked out. (I work for a library this is not for personal use). So I understand the boundary around not providing info for a hacked device but in this case my need to actually find a solution was paramount to me.
As a first time user of this, or any forum Im disappointed not in your reply but in the tone of your reply.

We change the owner's name and information all the time as long as you're able to verify a few things.
Sounds like you had a lousy experience.

I still no iCloud work in my iPhone. I have two Apple IDs are recongized by iCloud website as non-Apple-hardware-activated acconts.
What I should do to have this fix, please?

If the previous owners created that number of accounts, you are out of luck.
