I don't remember what this thread has advised, and there are 5 pages I could review, so I just have two things for you to check on.

  1. Under Safari, Preferences, General, I have my "Remove Download list items: Manually"
The Download button itself appears after you have downloaded something. On my Mac, it stays on my toolbar, I am thinking because I have items in there. If you clear the list from the button (when you click on it), it will have the button disappear.
  2. If you want to shorten the list, you have to Remove individual items. Click on an item (carefully?) and choose to Remove From List - you may also choose to open, show in Finder, or copy address.
It seems I have to keep at least one item on the list or the button disappears until I download something new.

I'm running Sierra 10.12.6 and Safari 10.1.2 (and 11.0.1 on another mac)

Hope this helps. Post back if it does or doesn't. That helps!

I have read several posts on this topic, all seem to be old, nothing current. I am running Safari v.11.0.1 and El Capitan v.10.11.6 but cannot _find_ the download icon or options for downloads in Safari Preferences. I have downloaded Adobe Flash three times today, and all three times the icon appears for a split-second then disappears. I would prefer to have it permanently fixed in the Safari toolbar.

AFAIK, that icon doesn't exist int Lion until you DL something. The loss of the DL window is disconcerting, since the window disappears whenever you click elsewhere. I suggest filing a bug report via http://www.apple.com/feedback/safari.html fior lost functionality, namely an independent window that shows DLs no matter whet selected in Safari. Just another iOS dumbing down of Mac OS.

Seriously. It's not a good move. If it's some kind of (yet another) subtle way to nudge SL users towards Lion, then I'm dissapointed in Apple. Just my thinkings.

I might just learn how to make Safari extensions, then make my own Downloads window button. Is it hard to make an extension like that? My programming experience stops at 10 Print "Hello World" -- 20 Goto 10

how to add download button to safari toolbar?
