how to sync shortcuts between iPhone and iPad
Is there a way to sync ios 5 keyboard shortcuts between an iPhone and iPad, or must they be entered separately in each device?

It should be possible logically - is there a technical reason why it can't be done?
Because it wasn't designed to work that way.
Well, we, the users, are telling you that it needs to be! We type the same way on our iPhones and iPads. We need this data to by sync'd. Please fix this. It is a priority.

My apoligies. You expressed how it was supposedly designed, so it appeared that was from a perspective of someone who was involved in the process. Perhaps you might reserve your authoritative tone if that's really not your department, and you're just assuming.

With iOS 7 this is now possible via iCloud by activating "Documents & Data".
No it will not. Have you every tapped on "documents & data"? If you had you will see form the next page that appears that with documents & data turned on it allows chosen apps to store documents and data in icloud. There is no way for that to extend to shortcuts
I have to disagree. This feature was confirmed to me by an Apple Support consultant. More importantly though I have successfully implemented keyboard shortcuts syncing on iOS 7 using iCloud's "Documents & Data". In fact, when I switched "Documents & Data" off on my iPhone, I lost all of my keyboard shortcuts and they remained intact on my other devices.
