At the login screen my mouse pointer blocks every 2 seconds

When I'm at the login screen all input devices like my mouse, magic pad, and the track pad stop working for about half a second every two seconds. Giving it a rather blocky motion. Also the Apple logo goes down in the same way once i manage to log in. Seems like something is eating 100% CPU every two seconds.

What could it be?
