Why did my New Mac not come with iDVD?

I bought a mac mini about three weeks ago and I thought it came with the full blown iLife. Come to find out, it did not come with iDVD or iWeb. I don't really need iWeb, but I would like to have iDVD in order to share videos with the less than tech savy people in my life. Is there any reason whey apple did this? I really don't want to buy another version of iLife just to get iDVD.
