I need to do a clean install with Lion. How do I do this. I can't find any doc. to tell me the procedure.

Are your sure you 'need' to do this, it will erase your hard drive entirely so you will 'need' to take steps to preserve your stuff.
Use Lion Recovery but as Csound1 mentions, backup your important data first.
I was told by an Apple tech that I have a lot of old stuff transferred from Mac to Mac to Mac that is slowing down everything. He suggested a clean install. I have a time capsule for backup but not sure how to transfer from it when the clean install is done.
Does Lion Restore include directions?

Remember if you backup your system, then erase the disk and install Lion only to restore the backup again, you are right back where you started.
Hence the reason I always say that the erase & install, called the clean install, is nothing more then a waste of time.

I do not see how to transfer from Time Capsule to HD.

Well, for starters I don't hold the Apple Tech's opinion with very much regard. I see his comment to you as a cop out.
It has been my experience that have old software on a computer, as long as it is not running, is usually of little concern when it comes to performance.
A couple of much more likely culprits are the amount of free space on the system disk and how large you Desktop folder is.

What can I do about each of these?
I agree with Allan, you should look to optimise your hardware configuration before reverting to Snow Leopard.
It would help us to help you to know exactly what model iMac you have and how it is configured.
Tell us the amount of free space and the size and number of files and folders in the Desktop folder.
