I am moving from Thailand to Europe, and I am changing my account details with new billing adress and new delivery adress, all is fine exept..
I can not change the country. I am able to choose from countries in Asia and also USA - but can not choose Norway..
what to do??

Only if you are physically located in Thailand, you have a credit card from a bank there, and you have a billing address in Thailand.

That is correct, you cannot use a US credit card for an account in Thailand.
As explained, you have to have a credit card from Thailand, and a billing address from Thailand.

You need to first change your Apple IDs country to Thailand. When that is done, you will be requested to change your Payment method to a Thai based payment method.
You cannot use a Thai Payment Method in the U.S. iTunes Store.
