iTunes Books has a good free document iPad at Work.
However, when I download it to my PC and attempt to view it, I get
Your ePub-book is protected by Digital Rights Management(DRM). For this reason it can unfortunately not be opened.
It's an extremely poor approach to not allow reading this document on a Windows PC.
Any ideas?

Sorry, but if that book is copy-protected as it apparently is, there's nothing you can do. Apple has not yet released applications to read protected books on either a Mac nor Windows system, so that book can only be read on your iPad or other iOS device.
