this isnt exactly a big problem.. but its still annoying...
whenever i change my background i change it the normal way system preferences/ desktop & screen saver.
But whenever i do i have to restart to see the new wallpaper... why is this??
Any help to why this is happening would be great.

You might try trashing com.apple.desktop.plist in your Preferences directory (assuming Lion still uses that plist), then logging out and back in. See if creating a fresh plist fixes your problem.
how do i trash com.apple.desktop.plist? how do i find that?

Look for it in your Library/Preferences directory, drag it into the trash, empty the trash, log out, log in.
