It is possible. Whether it is convenient or not for you, that's another matter.
Go to <http://store.apple.com/ca>, click on MacBook Pro, then click on the Select button for the model you want. Scroll down to Keyboard and Documentation, and choose the French option. It will be a Canadian French keyboard.
There should be no further problem if you're located in Canada. But if you're not, then you do have a problem. I don't know if Apple Canada accepts non-Canadian credit cards and/or ships to non-Canadian addresses. If they don't, then you could get the configuration number from that page, then call your local Apple Store and find out if they can provide that specific configuration.
However, keep in mind that you do not need a physical French Canadian keyboard to type using the French Canadian keyboard layout. All you need to do is go to System Preferences > Language & Text > Input Sources, check Keyboard & Character Viewer and the US and Canadian French-CSA layouts, select Show input menu in menu bar, and you're done. You will be able to switch between US and French Canadian layouts using the Input menu, which appears as a flag icon in the menu bar. Keyboard Viewer will help you figure out where the French characters are, until you get accustomed to them. If you find yourself switching layouts often, you will also want to set a keyboard shortcut to toggle layouts.
