Is the mac language the same for all user accounts? Or is it possible to have different languages for different user accounts?
The language is selected when Mac OS X installed, have never seen an option when creating a user account to change the language.
As a user, though, you can select the keyboard you want, which then syncs the dictionary for that language.

Every user account can have its own OS language. You just set it in system preferences/language & text/language when logged into the account by moving the language you want to the top of the list and then logout/login.
