In system preferences, Line In is selected, input volume set to max, Mute is unchecked. When I try to use any recording program, such as Audacity (again, selecting Line-In as the source), I can't get any audio to be recorded. Any ideas?

what do you have plugged in the line-in as a source? remember that it is a line-in (not a microphone in). And worst (at least in my MBP), either using a pre-amp the signal is to low.
The only that works good to me was buying a separed analog to USB device to record using microphone.
press and hold the OPTION key then click the little speaker icon on the menu bar, a more detailed drop down will show you how you're set up. it might help you.

then you can do the click and see the extra info.
