If you sync them via iTunes to the same computer then all compatible apps should transfer over. Compatible being the operative word. While most iPhone apps work on the i Pad (they're just smaller) not all iPad apps are capable of scaling down to be compatible with the smaller real estate of the iPhone.

I have a Touch and iPad and I can share apps, but I sync them both to the same comptuer and same iTunes account.

You don't even need to sync the iPad and iPhone to the same computer, only to have used the same Apple ID account for both. I have an iPhone which I sync to a computer at home and an iPad that I synch to a computer at work. I have the same ID for both devices, so that when I buy an app for my iPhone, if the same App works on iPad, I I can download from App Store without having to pay again. As noted, if the App has different versions for iPad and iPhone, then you're out of luck. The key is your Apple ID.
