Locked (4th Gen) iPod Touch - Never Sync'd to iTunes

I sent my brother an 4th generation iPod Touch abroad. I locked it so no one else could open it when it got to customs, and I forgot the passcode. He's not very technologically inclined, so I had set EVERYTHING (email, address book, apps, etc.) up for him. Anyway, when I set up the iPod thru iCloud, I never sync'd it to iTunes. I did everything through my wifi network. Now we have exhausted all our attempts to the passcode, and the iPod is premanently locked and asking to be connected to iTunes. And my brother doesn't own a computer. Is there ANY way we can still reset the passcode or do something so that he can access it?

The iPod will have to be restored via iTunes. You will have to place the iPod in recovery mode to to allow a restore since there is no syncing vcomputer. For recovery mode see:

You can redownload apps by:

Downloading past purchases from the App Store, iBookstore, and iTunes Store

If you set up the iPod to backup to iCloud then after you restore you can restore from that backup. The backup will conain your mail, contacts and other settings. If you have no backup thant it will be like a new iPOd.
