I uninstalled all HP software and keep getting this popup. Can anyone help?

I understand you are having and issue with the printer software on the Mac 10.3.9. Could I ask how you uninstalled the software?
Mac has a special built in code to remove all the software for any devices.
Click the Apple menu icon and then click System Preferences on the drop-down menu.
5. Click Print & Fax to open the Printers list. Push and hold Apple key option key(ALT) and Command and click on the Printer.
It should prompt you to uninstall all HP software.
