my iPad2 is stuck with a popup that says "iCloud Backup"

My iPad2 is stuck with a popup with the title of iCloud Back up that states

"This iPad hasn't been backed up in 2 weeks. Backups happen when this iPad is plugged in, locked, and connected to WiFi" I click OK and nothing happens. I cannot power down the device either. I can't get away from the pop up to connect it to a new wifi connection because I'm on vacation and there is no apple support. Someone please help!?!?!

I'm out of ideas of what to do I appreciate any/all assistance. Thank you!!!!

iPad 2, iOS 5.0.1

See if you can quit all apps and then restart the iPad.

In order to quit or close apps - Go to the home screen first by tapping the home button. Quit/close open apps by double tapping the home button and the task bar will appear with all of you recent/open apps displayed at the bottom. Tap and hold down on any app icon until it begins to wiggle. Tap the minus ➖ sign in the upper left corner to close the apps. Restart the iPad. Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.

If that doesn't work, reset the iPad.

Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.

After restarting or resetting - - go to Settings>iCloud>Storage & Backup>iCloud Backup>On - then tap Back up Now to backup the iPad to iCloud.

I guess I left vital information out, my iPad is also stuck in the 'lock' Where it says slide to unlock, it won't let me unlock it. All it's allowing me to do is click the OK of the popup, but the popup doesn't disappear and stays the focus. That is the same thing that occurs when I attempt to power down. the slide to power off shows up, but it's in the background and the focus stays on the popup, but again the popup appears to allow me to click the OK, but never goes away.
