I have an old iPod 4th Generation USB / Firewall charger and im wondering if it can be used with the iPhone 4S safely?

Yep, that should work. Double check to make sure the Volts match (I believe iPhone's charge at 5v). If you can use the iPad charger, why not this.

Ive had a quick look around and the older iPods charge at 3.7v however they can charge via USB which is 5v.
I guess if i plug it upto the iPhone 4S it will just charge at the maximum 5v which it accepts ok?
The adapter should supply however much power your iPhone needs, so it'll be okay. Newer products = more power.
I use my 5W iPhone USB charger on my iPad, and the iPad needs a lot more power. It charges it really slowly, maybe 10% an hour, but it gets the job done.
