Safari won't quit. Computer is frozen.

My computer froze while using Safari. The rainbow circle kept spinning. Force quit didn't work. I also tried forcing the computer to restart. Every time it would turn back on safari still appeared to be running. Then I held shift during he restart. Now Safari is open, but a blank page. It's totally frozen, no arrow or mouse tracker at all. I cannot force a quit or do anything. Any ideas?
