Yes you should - if you want to be able to share apps, music, books, TV shows on both devices without having to purchase them again. It is your Apple ID - you do not need another one.
Definitely yes. If there is anything you do NOT want synced between your devices, you can turn it off under Settings > Store > Automatic Downloads, or under iCloud settings.
One of the biggest reasons for using the same Apple ID is Find my iPhone. If you register both devices with the same Apple ID, sign up for the Find my iPhone service. If you ever lose your iPhone or iPad, you will have a better chance of locating it. All you need to do is log in with your Apple ID and you can see the location of both of your devices. Welcome to Apple Communities. This is somewhat a personal decision. I use the same Apple ID for all of my Apple devices (iPhone, iPad2, (MacBook Pro). That way all purchases go to the same credit card and I only have to remember one ID and password no matter what device I'm using.
