I have a folder labeled IPhone pics. I want to move all the pictures into icloud from my 4s so I can have them available to all my devices. Can someone tell me how to do this in the fastest easiest way ?

I have an Iphone 4S and a MacBookPro and a PC.

I found a way to get this done. First, I connected my IPhone to another computer I had (a PC).  Then I loaded the pics from my phone as a picture file.  Then, I saved the file to a jump drive and loaded the file to my Mac.  I copied the file to I photo and was able to make a new album and the pictures then automatically loaded to photo stream from there.  There were about 1000 pics so it took a few hours to all upload to photo stream, but it worked!

Welcome to the Apple Community. Select the photos in iPhoto and use the share option to add them to Photo Stream.
