Make sure you charge it for as long as it usually takes to fully re-charge. Then, turn it on like it was put into power-off. If that doesn't work I suggest two things:
If it is an old iPod, that also might be the problem.
Restart?
Reset?
Restore from backup?
Restore as new?

Try a system reset. It cures many ills and it's quick, easy and harmless...
Hold down the on/off switch and the Home button simultaneously until the screen blacks out or you see the Apple logo. Ignore the "Slide to power off" text if it appears. You will not lose any apps, data, music, movies, settings, etc.
There's more to try but let's go one step at a time.
i got it in May of 2010. thank you! ill try to fully charge it and see if that works!@ before i was having it freeze all the time and i could just reset it and now today it sad plug into itunes so i did and then it tured to a black sceen and my computer doesnt recognize it or anything:(
Try using a different USB plug-in into your computer. If you are using an old one, it won't usually work as well as a newer one.
But its already on a black screen and I tryed like holding the on/off button and home to like reset it but that doesnt work?
Next step is a Restore. From iTunes, select the iPad and then select the Summary tab. Follow directions for Restore and be sure to say "yes" to the backup. You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad.

There have been some problems accessing pages on the Apple web site. If the hyperlink gives you a "We're sorry" message, try again.
Are you using an old USB?
Brand new USB.
Have you restored your iPod.
What generation is your device, it could be that it needs an update.
