reinstalling OSX and migrating all the date just brought the corruption with theh User account.

Define "corruption", i.e., what is the problem and/or what is happening?
The corruption affects specific applications and is only evident in one of sveral user accounts.
Safari has issues with Security Certificates
iTunes has similar issues with security access to Apple
AppStore app connot connect to Apple, with an error message:
"We could not complete your purchase, INSTALL_ERROR_DISTRIBUTION_SIGNED_BY_APPLE"
