What do yu mean by register in your name? If the iPod still has the previous owners information, then connect the iPod to your computer and restore to factory defaults/new iPod. See:

To set upon the iPod a mail account yur already have go to Settng>Mail, Calender and Cantact and tap on Add Account. The enter the appropriate information for you particular provider. You can go to yur provider's support site to find the settings. You may have to use the iPhone settings since many do not list a seperate iPod settings.
Well do you want it with your credit card information or not? With credit card information you can buy apps/music and other content freely and it'll be charged straight onto your credit card, without the credit card information you'll be using an apple giftcard which has a set ammount you add to your account every time.
If yes, then all you have to do is create an apple ID in the itunes store.
