port forward to a different IP on Lion Server

We need to forward tcp for port 80 arriving on 192.168.0.1 to port 80 192.168.0.3.

We have configured the nat as indicated in Advance server guide, and with "serveradmin settings nat"

all seams ok BUT it does not work.

Why?
