The next step in user troubleshooting is a restore. You do this by connecting to iTunes and restoring. First from a backup and if that doesn't help, then setup as a new device. If neither of those work, then a trip to the Genius Bar is in order. If the phone is still in warranty and it is shown to have a hardware issue, Apple should replace it. If it is out of warranty, it is Apple's decision, however an OOW (Out of Warranty) replacement for an iPhone 4 in the US is $149.

is there no other quick fixes?
the screen was working fine ive restored it as a new phone twice but the screen was working perfectly until i turned it off. im sure there must be some way of sorting this out without taking it to an apple store because there isnt one anywhere near where i live and its a big journey to get there. :/

Well, now that you have supplied a little more information, saying that you have already restored the device and it still doesn't work, I would have to say it appears to be a hardware issue. You can either take it to Apple to have it checked and possibly replaced, or if it is out of warranty, you can see about taking it someone on your own to have it repaired. It all depends on what you find to be the best solution. Can't get any quicker than that, sorry.

The only "tricks" are the user troubleshooting tips that I described. You have tried them all, so the only choice is Apple. Since it is still under warranty, then they are the ones to see, not your insurance. The insurance would probably be a long drawn out process. Make an appointment at the Genius Bar and then make sure you backup everything on the iPhone. Sync your contacts and calendar to supported applications and then make sure you import any photos you may have in the Camera Roll. If Apple replaces your phone, then you can restore from that backup when you return home. Good luck.
