Hi, i really want to why iphones can't send files via Bluetooth to non apple devices.

Because Apple have not added that functionality. They have never said why, but some people have speculated it may be to prevent easy illegal sharing of copyrighted music files.
Bluetooth is very slow anyway. There are much faster ways of transferring files if you want to do that.
