1604 error trying restore 4s and backup from icloud

Hello, right I got my 4s the other day and popped it into iTunes to put my data from my 3GS onto it, for some reason it just copied over the apps but not with their data or any of my personal settings, texts etc.. I then decided to wipe it, back up my 3GS through iCloud (will all my data actually be transferred?) but windows XP has a head fit during the restore process gets confused with the hardware installation and always crashes.

Long and short of it is there another way to just wipe my phone to the very beginning so that I can long into iCloud and get my 3GSs data or do you even have to wipe it to get all the data?
