I have a Paypal account that I have purchased music on itunes with this I.D but when I apply for content partner it says I don't have a valid credit card with this I.D go to the itunes store to update your account with a valid credit card. How do I fix this?

I'm not sure what you mean. What "content partner" are you referring to? Are you trying to sign up to sell content through the Apple Store? If so, the financial requirements say (emphasis mine):
"A valid iTunes Store account, with a credit card on file"
so it appears that you will need to provide a valid credit card.
