No. You cannot. The serial number will not help you locate iphone.
IF you set up find my iphone before it was lost and it is on, then you may be able to track it using find my iphone. Otherwise you cannot.
I already use the app. But the phone was switched off!! I mean the serial number is register with my apple Id, if someone use the phone again, it should notice apple or me. It is not belong to that people. Right????
any savvy person who has stolen your iPhone has likely already wiped it clean and has either sold it or is using it themself.
Your phone is gone. It's unfortunate. Someone is likely using it or will soon be using it. Time to move on.
