Go to Settings>General>Accessibility >Speech>Typing Feedback>Speak Words / Speak Auto-text and turn off.

Do you mean the voice that corrects/spells words, if so try Settings>General>Accessibility>Speak Auto-Text>Off

If you mean the phone is talking to you when you tap on things, go to Settings>General>Accessibility and turn off Voice Over.
